Innocent blunder ? -letter

This is with reference to a news story titled 'Nazim checks grain corruption'. What comes to mind is that what was it that prompted the District Nazim to carry out a surprise check and throw the corrupted weighing scale of the grain godown into the river?. Instead if he had taken the scale into custody and instituted a police inquiry the scale could have been used as a proof and evidence. Though it would be unfair to doubt the Nazim's intentions in all this but even if his intentions were honest, the methodology can be termed as an innocent blunder.
