CHITRAL, 19 Oct 09: Dispensing judicial cases in a rational time frame
has always been a dream for the
people. Judicial reforms introduced by
Chief Justice Iftikhar Chaudhry has made some head way in fulfillment of
this dream. Cases in Chitral courts which hitherto would linger on for
ages mutilating the very spirit of justice are being dispensed off in
months without compromising on anything except a poor tradition of
procrastination of the judiciary.
A case in point is that of vacation orders
for reconstruction of 17 rented old dilapidated shops in Chitral Bazar
whose contract had expired but the tenants were unwilling to vacate. The
case (like all such cases) was lingering on for years, has now been
dispensed off in a matter of few months, after the reforms came
into effect. Both the court of the senior civil judge/Allaqa Qazi
and the higher court of the Additional district and sessions judge/Izafi
Zilla Qazi, after having met all requisites of justice, procedural and
moral norms and obligations, ordered vacation of the shops and handing
them over to the owner for reconstruction as per his plea.
Speedy and efficient dispensation of Justice is the
basic ingredient of a healthy society. The present setup of courts need
more staff and resources to deal with the multitude of litigations of an
ever increasing population. It is imperative that the government should
invest heavily in our judicial system if it wants to keep off
frustration, despondency and resultant rebellion in the society. --(CN
